You need to log on as administrator of the box, go to Admin Tools. Depend whether the server is a DC or a member server, select Domain Controller Security policy for DC, or Local Security Policy for member server. Open the Security Policy, drill down to Local Policies, User Rights Assignment, you'll see the Log On Locally choice. You can add the UserID to allow log on to the server locally.
