Fast switching is only possible when the computer is not a member of a
domain.  See

Subject: Fast-Switching in XP


Anyone have an explanation, reason, or fix for XP not supporting
fast-switching? User 1 can log in and access the printer. User 2 has to wait
for user 1 to log completely out of the system before she's able to use the
printer in her profile. If user 2 tries to log in and access the printer
while user 1 is still logged in, she receives an error that the printer is
not available. Anyone familiar with this?
