I had once a similar problem. The installation would hang during checking the hardware. It turned out that the BIOS had USB-Support enabled but the AT-Motherboard didn't have any USB-Ports.

I changed permissions to Everyone\Full but the problem persists I specified "upgrade" when asked, and then repeated the install attempt but this time with a "clean install" and got exactly the same hangup, in the same place. I also checked the box to "specify the partition where windows will be installed", planning to install to a totally different partition, but the hang occurs before you get to choose which partition to install to, so it seems to NOT be related to the OS presently installed !
