You shouldn't have any problems renaming the default site in IIS. However, I would 
suggest creating a new site for any real web work because of the iis admin sites and 
other junk that is thrown into the default site. As well, if your machine is going to 
serve web pages to the public I would definitely run the Microsoft IIS Lockdown tool 
to close the security holes.

Also, I do believe you can set up a site without a DC and suffer no consequences.
