Turns out that this user's HD was just about maxed out after the upgrade.
When he went to log in, his roaming profile could not be fully downloaded,
and so he was logged onto his locally cached profile.

Redistributed some free space on his HD to get a couple free gigs onto the
system partition.  Logged him in, successfully loaded his profile, and
printers are working fine.
