Incidentally, office 97/200 encryption uses a weak algorithm (40-bit
RC4, I think). Office XP uses the same algorithm by default, but can use
128-bit RC4 if desired.

Perhaps the Office XP document you couldn't decrypt used the stronger
encryption available with Office XP?

I did not work with W2K Sp3 and Office XP SP1.  It asks for a source
file
and a destination file name.  It creates an empty 0 byte destination
file.
We went on without it.
