Sometimes that easier to rebuild. Do you replicate with other wins outside of your area? If you have corrupt db and the server is working ok, you can delete the database and restart wins and let it rebuild itself. I've had to do that when we were running wins on NT4 servers. If you delete the db on your rebuild wins server delete that database off of your other server so you don't have the corrupt db to replicate back.
