Create a small scope with only the number of addresses you want to apply to specific macs.... create reservations for all.
There may also be some way with DHCP class types.... Have a look into it.

Does anyone know of a way to restrict NT4 DHCP to give addresses out only
to
certain MAC addresses?
TIA
