You can *try* to use MS's built-in Wininstall LE, but no guarantees there.
Personally we use Wise Package Studio for .msi package creation.  Comes with
some good documentation, along with conflict detection and testing of the
package without actually installing it.  If you are going to be doing
.msi's, I suggest you read up a lot on doing it.  It isn't just a piece of
cake, and you can expect to spend quite a bit of time with some
applications.  Personal experience there.

Environment - NT servers, XP Pro workstations

Currently in the process of migrating workstations from NT to XP.  The
machines are being completely blown up and rebuilt.  In the NT environment I
used sysdiff to rollout any in-house or off the shelf software to the
workstations.  Sysdiff will not work with XP so I am now moving to msi
packages.

Any good resources detailing how to create a msi package?
