REG.exe will probably not work on 9x clients. I don't have access to a 9x
client. What are the system variables on the 9x clients? Type 'SET' at the
prompt to see all the variables you can use. Look for HOMEDRIVE and HOMEPATH

For example:

Cd %HOMEDRIVE%%HOMEPATH%

Next question....
How do I query that (registry) in a batch file and use its value
dynamically?

REG.exe from the resource kit.
