To fulfil this requirement it is necessary to prohibit dynamic upgrades

I  believe  that  NSLOOKUP nevertheless can use in any case... However
for  users  by  whom  access  is allowed - it is possible to customize
IPSec  for  interaction  with  the server fulfilling a role of the DNS
server - then the others can not.. It is necessary to try

It only defines rights on handle of the server, instead of possibility
of interaction with it on the network.
Everyone group so has READ permission...
Authenticated Users - Create ALL Child Objects ...
