Create the local user, create an FTP folder. Give only this user permission to that folder.
Create a virtual directory and point it to that folder you just created. Set the virtual directory to only accept NT authentication. I am trying to set up specific user permissions for uploads or downloads from or to a defined folder on the ftp site. The user is not a member of the domain. Anonymous access is a non-issue.
