The default profile is what gets assigned to each new user that logs on to
the machine.
You can create a new one by simply copying any profile to it. Any new user
that logs on will have the same profile as the one you copied. Log on as the
local admin to do this. However you can not log on as the local admin and
use the admin profile as the copy because you will get an access violation.
