As NT4.0 only has one writable copy of the SAM, on the PDC it could be an issue with contacting the site with the PDC in it. Can the users at the remote site ping the PDC by it IP address and netbios name. If you can ping the IP and not ping netbios then it is a netbios name resolution issue and you should either add the name to the HOSTS file or set up or check WINS.
