I'd suggest rewriting those requirements. HIPAA isn't something to fool around with - the way the law's written, corporate officers will see jail time for certain breeches of security.
The downside to that is that HIPAA isn't cheap - let's just say one doesn't have to work many gigs to be able to retire wealthy. ------------------------------------------------------ Roger D.
