Just turn off the licensing service. Atleast that's what is usually the
standard answer here. I did it at my last company and it worked fine. 

Note: Just make sure you have the licenses on file.

Hi all,

I have a client that installed a 2000 DC Server to Per Server mode and
listed 70 as the number. I would like to change it to Per Seat. I went
through the steps to change it but it then gives a warning that the
other 70 will be lost if I change it. Has anyone done this? Pitfalls?
