I think every "pure" MS shop ought to have at least one *nix box around for the tools it has, and to cross-check the output from tools on the Win boxes.

Matt's TraceRoute, mtr, is simple tool that combines ping, traceroute, and stats to give you a quick and dirty look, but most often sufficiently revealing, at the quality of a route:
