What do you know....I found the fix!

Per this MS article: 
http://support.microsoft.com/default.aspx?scid=KB;en-us;283791&;

The key is the line "NOTE: The hyphen (-) at the end of the file and the
hyphens that separate the sections are required."

Putting in the hyphens fixed this issue.

This format matches Microsoft's syntax example
