I found the solution in Technet, at Q105083, which was similar but not
exactly the same
 
Anyway, disconnecting the network cable and rebooting the box forced it to
go for local authentication and to ignore the network (and thus the NetLogon
service), and I was able to log in locally

Subsequent logins worked okay - of course, Netlogon is still not running, as
it is now a member of a workgroup and therefore has no need to contact a DC
anywhere, which is what it thought it was doing earlier

I just deleted a child domain from my forest root (we changed our minds
about our structure)

Anyway, I ran DCPROMO to remove AD, and selected the check box to indicate
that it was the
last domain controller in the domain. I then provided a password for the
user Administrator,
and DCPROMO proceeded to shut down the domain

Eventually it finished, and indicated that a reboot was required to finish
the job, which I did

When it came up again, the login box does not have the third entry for
domain (as expected), so
I went to login as Administrator with the password supplied, and got an
error message:
        Unable to log you on because the netlogon service is not running on
this machine

Of course, I can't get into the machine to turn on the service, so it is a
bit of a Catch-22

Has anybody seen, (and more importantly, fixed !), this problem before ?
