There should be a process running called RDPCLIP.  Make sure it's still
running.

I have a windows 2000 sp3 server  that has visual sourcesafe on it and
clients across our frame relay network use terminal services to access it,
but every so often when they copy and paste between the terminal window and
their desktop it doesn't let them... a reboot fixes this problem for a
little while then it's back... I can't find anything in the event log that
references this.. has anyone ever seen this
