The problem was the deliberate use of reserved file names by the
perpetrator, and which cannot be deleted by Explorer.  It has nothing to do
with file permissions either.

RM.exe did not work. I eventually deleted the directories by using syntax
which bypasses the Windows reserves word checking, e.g.:

rd \\.\c:\path\directory
