I do have the proper permissions, It's kinda odd because because every once in a while
it will report properly on one DC but most often it doesn't.

Make sure you have permissions over the accounts in Active Directory. By default,
Authenticated Users do not have permissions to "Read Account Restrictions." You need
Account Operator rights to run a script like this.

I've successfully used that method although only in IF-THEN statements. Have you tried
echoing a message that depends on the value returned?
