Browse through the "sites" in your AD and you'll see licensing site settings, then check out the "licensing computer". The default-first site should list the root dc as licensing server (by default). I'm trying to determine the appropriate DC choice for newly created sites. The obvious choice would seem to be the first DC placed in the newly created site, but was curious if there was any consideration on licensing logging service being disabled as, like in your environment, this is part of our standard config. I'm not sure if there are any dependencies there.
Currently our second site has no licensing computer specified.
