I've got a system to monitor services on my servers, mostly related to
websites that are hosted.  I want to give my help-desk staff the ability
to restart any stopped service using the NetSvc.exe utility.  I've been
testing this but I can't find the rights and permissions required to allow
them to do this.  KB140378 indicates that these users must be local admins
to allow them to use NetSvc.  I don't want them to be local admins, I just
want to allow them to restart any stopped services.

I've been testing with the TermService service on one server.  I have some
of the help desk accounts in a domain local group.  Using a GPO I have:
- Give the group permssion to the TermService service.  Group can read,
stop/start/pause service
- Gave rights: logon locally, profile single proces, provile system
process
- Added the group to the Power Users and Server Operators groups.

Has anybody tried anything like this?  Did you have to make the users
local admins to get it to work?
