I've dealt with this before. It bites. What you need to do is decode the keyboard mapping. Follow this process:
Create a spreadsheet on an different computer:

Leave one cell next to it. Do this in columns. ( You could use a MS Word Table too is wanted)
Then in the login name field (where you see the text, unlike password field), walk through the keyboard recording the output in your sheet. i.e. a=r
b=s
c=(
d-P
...etc ..
Do upper case and lower case, numbers and special characters, arrows, etc..
Then do random checks to verify the new table you just made. (Helps determine if the box is compromised [a program might be randomizing the keys every so often or after every input] if this is the case, different procedure.)
Login using your new map and then get to control panel to make regional setting mods.
If compromised, then either parallel install NT or stick the HD (hopefully not a raid ) into another NT/2K box and mount as G: or some other letter. Scan system and see what's up.
You may be looking at a rebuild.....
