I have a Progress-based application called Syteline that could not save
data correctly. In Win XP, the problem was solved by changing the
setting for Language for non-Unicode programs. W2K doesn't have the
setting in Regional Options. Only the Locale can be set, which has not
solved my problem.

Regional settings applet is in Win2k as well.  Are you trying to have
win2k generate ANSI files by default?  AFAIK - this can't be done.
Vbscript has an option to create ANSI files.
