Are you talking about terminal services licensing?  Or the License Logging Service?  
If the latter, just stop using it.  It's a pain and everyone I've ever talked to 
(including a former MS person) said to disable it.

We get annoying license errors on our DC's. We have plenty of licenses. How 
do you maintain yours? Is there an easier way then going into license 
manager periodically and cleaning out all the "old" licenses being taken but 
haven't been accessed in a long time? Such a pain!
