I do this with LAN all the time. For this the NIC must support WOL (Wake On LAN), and when plugged into the motherboard there's a separate two wire connector that goes from the NIC to a special plug on the motherboard. Then you need to know the MAC address for the network card (at a command prompt Windows and type IPCONFIG /ALL if running TCP/IP).
Next download some WOL software (bottom of this page http://www.gammadyne.com/cmdline.htm). Put this file in the path somewhere. If you want to just test it save it in the root if c:. Then at the command prompt type c:\WOL <MAC address> (Example WOL 00b0d12abac6). What I use is Network View (http://www.networkview.com/screenshots.html) and a batch file I made so I can highlight a PC, right click and select "Wake Up". Then from the same Network View screen I select that same PC for VNC remote control. Lots of control for nearly nothing! I've never remotely woke up a PC from modem, but I imagine you enable that feature in BIOS then dial the number the modem is plugged in to.
