Best guess is that the share on which the MSI sits is not permissioned properly. It's a fairly common issue which is relatively easy to fix.
Keep in mind that your computer accounts, NOT the user accounts, need to have read access to the share. Probably the best way is to grant 'Authenticated Users' read access to both the share and file system on which the MSI lives.
