I have seen this where your policy says that they cannot change their
password within ___days, I think it is minimum password age, they get
this message if they are trying to change their password before that
minimum setting.

If you have that password policy enforced anywhere in your domain, as
far as I know, it will apply.  For instance, if you have it turned on in
an OU that these users don't belong to, it will still apply.  I don't
know if that helps...

When attempting to change a password in active directory users and
computers.

And:

"The password cannot be changed at this time." 

When a users attempt to change their passwords.

I have performed the tasks listed on the Technet page
http://support.microsoft.com/?kbid=273004 however it is not resolved.  

I have made sure there is no policy blocking on the domain controller
container and made sure that the current policy is good.

Password history = 1
Max age = 90
Min age = 0 
Min len = 4
Passwords must meet criteria = enabled
Store Passwords in reversible encryption = disabled

Any ideas?
