Yes, Restricted Groups will work just fine, but the only problem is for example if the 
owner of the PC wants to be a local admin of that PC, his or her can only be for 
however long before the GPO override it all over again.

I believe that through Group Policy and Restricted Groups, you can
populate local groups on member servers.  I've not gotten it to work,
but I've only spent about 10 minutes on it in a lab environment because
I have no great need for this.

I have a tough question and hoping that someone can answer it for me. In
Windows AD when joining a computer to the domain, Domain Admins is
always added to local Administrators group by default, is there anyway
(ADSI maybe) can tweak this to add other groups beside Domain Admins?
