Hello,
while scanning the licenses used in our repositories we stumbled on
`ntfsprogs/boot.c` which in its header says that it is released under
the terms of the GPL-3.

As far as I can tell, it is only used by `mkntfs`.

It means that the whole program ends up being effectively GPL-3. Is
that on purpose?

Should it be documented more explicitly?

The code says it is based on the vfat bootsector from which I assume
derived the GPL-3 licensing. However, the vfat bootsector was later
clarified to fall under public domain, see
https://github.com/dosfstools/dosfstools/commit/3ce32fa90d1d97aa7070da

Should the licensing of the derived code be reconsidered as well?
