you're right, it's crap.
in core-ver.tex change the definition of \obeyedspace
\def\obeyhyphens%
{\def\obeyedspace{\hskip\spaceskip}%
....
\def\obeybreakpoints%
{\def\obeyedspace{\hskip\spaceskip}%
....
i hope that this works in all cases
