Eventually, yes, in some way or another.
I'm not quite sure how to approach the problem correctly,
because there are two styles for the language used in these wordlets.
Assume you reference a german book in an english article. Then in one
school, you would use 'und' since you refer to a german book, and in
the other school you use 'and' since you write in english.
Another problem is that the wordlets themselves do not depend only
on the language used but also on the referencing style. In some styles,
'&' is used instead of 'and'; 'eds.' instead of 'editors'; etc.
The only place where these problems do not occur is in the
title for the list, which is why I did include '\setupheadtext[][pubs=]'.
