Of course we can cook up an unreadable syntax for defining such lines, but
then your friends start asking for other things, so how aboutthe followingm
very contexy way:

\setuplayout
   [margin=1cm,header=14pt,headerdistance=6pt]

\setupheadertexts
   [oeps][oeps]

\startuseMPgraphic{page}
   StartPage ;
     draw
       llcorner Field[LeftMargin][Header] --
       lrcorner Field[Text]      [Header] ;
   StopPage ;
\stopuseMPgraphic

\defineoverlay[page][\useMPgraphic{page}]
\setupbackgrounds[page][background=page]

\starttext \input tufte \stoptext

this way you can make any line (straight, bend, with ornaments, etc) you want
