interesting, has to do with the fact that we now have names glyphs and so,
you can say:
\eightbitcharactersfalse
but even better
\def\setupcommonverbatim#1%
{\eightbitcharactersfalse % obey regime / encoding
... rest of code, see core-ver.tex
and rebuild the format
