This is because the next item (???) handles the whitespace. You can submit
it as a bug to the context bugzilla repository so that i can look into it
later;

For the monent use \nop:

  \starttext
    \startitemize
       \item ?
       \item ??
          \nop \dorecurse{20}{bla bla bla}
          \startitemize
             \item one
             \item two
             \item three
          \stopitemize
          \nop \dorecurse{20}{bla bla bla}
       \item ???
    \stopitemize
\stoptext
