right, i patched enco-def:
\def\promille{\perthousand}
\def\permille{\perthousand}
the (already) updated encoding vectors now permit definition of perthousand
and in the fuzz of updating the promille got lost (actually they became
\fake..., since form now on faked glyphs are prefixed as such).
