Well, this should work,

\starttable[|*{4}{|}]
\NC test \VL test \NC test \NC etc \NC \FR
\NC test \VL test \NC test \NC etc \NC \MR
\NC test \VL test \NC test \NC etc \NC \LR
\stoptable

but ... i found out that the error recovery mechanism does not count those 
repetitive cells.

I'll send you a slightly adapted core-tab.tex (goes into context/base); you 
need to regenerate the format
