Add:
\setupinteraction[state=start]
...works for me. I kept tripping on that one, and I'm not sure I'd agree
with the choice made.
Also, you might like to add this at the same time, to make the bookmarks
visible by default:
\setupinteractionscreen[option=bookmark]
