if we have
context/base/gwtex/cont-sys.tex
and some clever search path in texmf.cnf that locates that one first ... ; or
maybe
context/base/$distribution/$engine/cont-sys.tex
or maybe even
context/$distribution/$engine/cont-sys.tex
