Here is what the french Wikipedia page says:
Méthode avec doubles guillemets-apostrophes : « L’ouvreuse m’a dit :
“Donnez-moi votre ticket.” Je le lui ai donné. »
Recommandée en français canadien[19],[20] et utilisée par de nombreuses
publications françaises tel que le journal Le Monde[21].
Méthode avec doubles guillemets répétés : « L’ouvreuse m’a dit : «
Donnez-moi votre ticket. » Je le lui ai donné. »
Recommandée par l'Imprimerie nationale et aussi sur Wikipédia en français,
conformément à ses conventions typographiques. Noter que l’Imprimerie nationale
recommande l’omission de l’un des guillemets fermants en cas de cumul de
guillemets quand une citation se termine sur une citation incluse[22].
Méthode avec simples guillemets : « L’ouvreuse m’a dit : ‹ Donnez-moi votre
ticket. › Je le lui ai donné. »
Recommandée en typographie suisse, avec des espaces fines insécables[23].
