you are correct: i found lpdf-fmt.lmt.

But with format={pdf/ua-2} VeraPDF is still red.

source.contextgarden.net/tex/context/base/mkiv/lpdf-fmt.lua
It’s defined for MkXL (aka LMTX). See lpdf-fmt.lua from your
distribution, since the ConTeXt Garden contains a version which is more
than a year old).
