While the new in-development columns mechanism allows for different
text
streams in columns of different widths, I don’t see the need for
columns
in your example at all – for such a graphical design, I’d just use
layers and place frameds where I want them.
Do you have an example of what that might look like? Is it possible to
do that and still allow arbitrary content in the columns while only
using setups? There's a bit more background information on the problem at:

Wolfgang’s “letter” module has everything that you need. It uses setups
and layers to place elements like sender, recipient, logo.
The one thing it’s lacking is documentation.
The MkII version
(https://wiki.contextgarden.net/images/8/84/correspondence.pdf) is
outdated, Wolfgang’s presentation from 2023 didn’t make it to the
website (https://meeting.contextgarden.net/2023/programme.shtml). I have
a few pages in German that I should integrate into the wiki (see
https://yemaya.fiee.net/s/gzndzc2YacioWLA)
Have a look at my example at
https://wiki.contextgarden.net/Input_and_compilation/Sample_documents/Invoice#Hraban.E2.80.99s_complicated_logo_and_address_setup
Of course you don’t need the module, you can simply setup the layers
yourself.
(Find the wiki page yourself when the wiki works again, ATM the server
is acting up, probably the disk controller again…)
