That is almost what I wanted. I can get what I want by forcing more space:

\int_{\startsubstack 0\phantom{more space}\NR
|w-w_0|<\delta\NR\stopsubstack}^{2\pi} f(z) \dd z=0
\stopformula
\stoptext
But maybe there is a more ConTeXt-like way of achieving this?
