The following example happily returns 0 (=success) even though
context creates a PDF with “error” in it. How to make it return a
1 (=failure) in this case?

%% doesn't help here
\enabledirectives [logs.errors=*]
\enabledirectives [system.quitonerror]

\starttext
\stoptext

Same behaviour with LMTX 2026.02.10 16:39

if you don't want that file you can run with --nodummy

an empty file is not an error, we just create that file because it prevents a pdf viewer crashing (when we use --autopdf)
