Ok, I tried running an Arch container and installing "texlive-context" using pacman, and there are indeed quite a few problems there, to the point where I don't think that it would be possible for a typical user to convert it into a working installation. I'll report this in the Arch bug tracker, but I have to wait for them to manually approve my account first (I sent in the request yesterday).
