I have no clue why someone would use expl in context so there is little
need to give this priority.

really not the way to do things in ConTeXt' seems like a reasonable
position. I guess one day I might get round to this, but working out the
official way to do stuff and fitting to the expl3 model looks like quite
a bit of work.)
I wouldn't waste time on that.
