yes you can. In your doc you can refer to the library's content either
by symbolic names as given in the library or by reference to a page in
the library
\usemodule[fig-base]
\usefigurebase[mylibrary]
.....
{\externalfigure[mynicepicture][...]}
.....
{\externalfigure[mylibrary][page=xx]}
