Yes, there is:
\setupsectionblock
[name]
[number=yes|no,
page=yes|right,
before=\command,
after=\command]
You can put your setup in the 'before', like so:
\setupsectionblock
[frontmatter]
[before={\setuppagenumbering[conversion=romannumerals]}]
